Charles B. Hazzard, III, PMP leads DZSP 21 as Program Manager of the U.S. Navy’s Base Operations Support Services Contract on Guam. He also serves the company as its president and chief executive officer.
Mr. Hazzard is a certified Project Management Professional and served in the United States Army as a Corps of Engineers Officer. He graduated from the United States Military Academy, West Point with a Bachelor of Science in Life Sciences. Charles’s experience includes tours as a Plans and Operations Officer and Battalion Maintenance Officer in engineering operations, construction management, demolition and combat engineering tasks.
Since 2003, Charles has worked in government contracting and specifically program, project and quality management for companies such as Kellogg, Brown & Root (KBR), Satellite Services Incorporated (SSI) and most recently with Fluor and PAE. Prior to joining the DZSP 21 team, Charles was a Multisite Program Manager responsible for operations in Africa, Europe and South America. He was directly responsible for program management of all O&M BOSS projects in military base camps throughout Africa, South America and Europe. He has performed program management duties for a NAVFEC site in Poland and provided BOSS support for Army, Navy, Air Force and Marines as well as other government agencies.
Robert W. Jackson II, MBA, CSCP, CSSBB, CLSSS, DML is DZSP 21’s Deputy Project Director/Operations Manager Navy Base Operations Support Services Commander, Joint Region Marianas, Guam
Mr. Jackson has extensive experience in continuous process improvement, maintenance, logistics, supply chain management, product support, sustainment and managing large industrial operations. He retired as a Colonel with over 26 years of service in the Air Force. Mr. Jackson is a 1993 graduate from the United States Air Force Academy and served in 20 different worldwide assignments of increasing responsibility including two squadron commands, a group command, a joint combatant command staff, two major command staff assignments, and multiple assignments within the Air Force acquisition corps and industrial depot enterprise. He served over 12 years in overseas assignments including Japan, Korea, and Italy. He also has combat deployments to Iraq and Kuwait.
Mr. Jackson earned a B.S. degree from the U.S. Air Force Academy with a concentration in Political Science. He holds a M.S. degree in Logistics Management from Georgia College & State University. Additionally, Mr. Jackson was competitively-selected to attend an Air Force-sponsored Aerospace & Defense focused executive business program at the University of Tennessee where he earned an MBA degree. He holds four different professional industry certifications including: Certified Supply Chain Professional (CSCP) from APICS, Certified Six Sigma Black Belt from the American Society of Quality, Certified Lean Six Sigma Sensei from Villanova University and Demonstrated Master Logistician from SOLE—The International Society of Logistics. Mr. Jackson was a former member of the Air Force Acquisition Corps where he earned Level III certification in Life Cycle Logistics and Level I certification in Program Management.
Shiela Concepcion is DZSP 21’s Business Director after serving the company as the Quality Manager since 2011. As Business Director, Shiela is accountable for all business operations that include contract administration and management, finance and accounting, human resources, management information systems, and property. Among her demanding list of duties, she partners with the Annex Managers to ensure that DZSP 21 complies with applicable Federal, DoD, and Navy regulations and policy. She also ensures that DZSP 21 is fulfilling its contracted terms and conditions and is maintaining an adequate purchasing system (includes overseeing procurement of subcontracts) through her Contracts and Procurement teams. She is also responsible for maintaining an adequate estimating system, ensuring complete and accurate proposals, tracking costs, and interfacing with Government contracts personnel regarding contractual matters.
Her years of experience in supporting the BOSC through project management, process improvement and development of business software applications provide many advantages that has allowed DZSP 21 to excel in different aspects of process automation and continual improvement. Having been Six Sigma-trained, she has led and supported a variety of Lean Six Sigma projects throughout the organization. Shiela holds a Bachelor’s degree in Computer Science with a minor in Mathematics from the University of Guam and was recognized as one of UOG’s Distinguished Alumni (2012).
Mark Lopez holds the position of DZSP 21 Public Works Director. He is responsible for the functions of facilities management, engineering, maintenance, and services; the operations and maintenance of all utility systems (power, de-mineralized water, potable water, and wastewater); and, all environmental services (compliance, Navy laboratory and Hazardous Waste Management). As the public works director, Lopez ensures both prime and subcontractors comply with program, and contractual and industrial standards. He is a registered professional engineer in the state of Georgia. He has lived on Guam now for six years, having retired from the U.S. Navy as a Civil Engineer Corps officer. (2012)
